Vessel Operation Restriction Regulations
A Vessel Operation Restriction Regulation (VORR) is a Transport Canada regulation designed to improve boating safety and help protect sensitive waterways.
BRCOA has been actively involved in discussions surrounding boating activity on the Bird River system, with a focus on safety, shoreline protection, environmental stewardship and preserving responsible recreational use for future generations.
Why This Matters
The Bird River system is a narrow and environmentally sensitive waterway shared by boaters, paddlers, anglers, swimmers, residents and wildlife.
As boat traffic has increased over the years - particularly larger wake-enhanced boats - concerns have also grown around shoreline erosion, dock damage, waterway congestion and overall safety.
BRCOA’s position is not against wake boats themselves, but rather the creation of large, enhanced wakes using ballast systems in our confined river environment, where these waves can have a disproportionate impact on shoreline stability, safety and overall river health. Large wakes in shallow or confined waterways can contribute to:

Increased congestion near launches and narrow channels

BRCOA supports balanced, practical solutions that help preserve safe and enjoyable access to the waterways while protecting the long-term health of the river system.
Our Approach
1) Community Consultation & Data Collection
The RM of Alexander formed a VORR Committee to gather public feedback, collect boating data and identify areas where additional boating restrictions may improve safety and reduce environmental impact. BRCOA was a part of that assessment and feedback activity.
Boat counts were conducted during the July and August long weekends in 2024 throughout Pinawa Bay, Poplar Bay and the Bird River to support the application process.
2) Working with Transport Canada
Following earlier submissions, additional information and updated data were requested by Transport Canada to move the application forward.

An updated VORR application was submitted in 2025 requesting:

Restrictions on wakeboarding activity on the Bird River
BRCOA has continued to work collaboratively with the RM of Alexander and Transport Canada throughout the review process.
3) Ongoing Advocacy & Safety Initiatives

As of May 2026, the VORR application remains under review by Transport Canada.
